[00:12.52]In response to this growing threat, the United States sanctioned seven ISIS-affiliated groups, [00:17.71] including ISIS-West Africa and ISIS-Somalia, [00:20.01]and their leaders, in an effort to cut off the resources that these groups use to carry out attacks. [00:25.41]“To prevail against such evil forces,” said Secretary Tillerson, [00:29.47]“the United States has committed to working with African partners to rid the continent [00:34.40] and the world of terrorism by addressing the drivers of conflict that lead to radicalization [00:39.13]and recruitment in the first place, and building the institutional law enforcement capacity of African nations.” [00:45.07]Terrorism knows no borders. [00:47.74]“In the Sahel and the Lake Chad Basin, Boko Haram, ISIS-West Africa, [00:52.59]al-Qa'ida in the Maghreb and other groups are adaptable, they're resilient, [00:56.84]and capable of launching attacks throughout the area,” noted Secretary Tillerson. [01:00.53]Regional cooperation is crucial to disrupting those attacks [01:04.20] and denying these terrorist organizations the capability to plan and carry out attacks in the future. [01:09.71]The nations of Burkina Faso, Chad, Mali, Mauritania, and Niger, [01:14.47]also known as the G5 Sahel, are pooling their expertise and resources to fight terrorism. [01:20.16]To support their efforts, the United States has committed $60 million [01:24.21]in security assistance to enable G5 Sahel countries to counter terrorism across the region. [01:29.93]In addition, for more than a decade, [01:31.92]the United States has supported the Trans-Sahara Counterterrorism Partnership [01:36.02] to provide training and promote cooperation between military, [01:39.36] law enforcement, and civil actors across North and West Africa. [01:42.97]In East Africa, the United States has used the Partnership for Regional East Africa Counterterrorism [01:48.19]since 2009 to do the same. [01:50.48]The Counterterrorism Partnership Fund is another important [01:53.04]resource that helps African partners build their capacity to counter terrorism. [01:57.41]Since 2016, the United States has contributed more than $140 million to help partners [02:03.72] prevent terrorist safe havens and the recruitment through these partnerships. [02:07.56]The United States also provides the African Union Mission in Somalia with training, equipment, [02:12.33]mentorship, unarmed aerial surveillance, and operational support to enable African nations to fight terrorism in Somalia.
